Twat them in as hard as you dare, ride around for a bit stomping on the pedals then hammer them again. Never had a set shift on me at all. Bigger risk of threading/snapping the ends while tightening the lock nut as most new pins are terrible quality.
If you're in London call Sargent & Co, Rob has a cotter pin jig/press thing which makes light work of it all. Much better to call in advance than show up though as he's often tricky to pin down. He'll no doubt have tons of pins too if required.
