Track hubs may not have any form of bearing seal other than a metal dust cap. Road hubs often have better 'labyrinth' rubber seals which have a moderate ability to withstand water ingress.
Some hubs (usually MTB hubs, but not Shimano) take cartridge bearings which are better sealed, but for some reason have a reputation as being difficult or expensive to replace (honestly, a five minute job if you have a workbench and vice, and bearings are about 2 quid each from your local friendly bearing shop).
