yep that's a "Harry O" Herne Hill bike - with a disc on the seattube stamped ILEA
Probably built by Cliff Shrubb and then refurbed in the 80's by Harry 'O' Rowland the wheelbuilder.
Tubing likely to be plain gauge steel (Vitus) hence the small diameter seatpost
GLWS - they're decent quality beaters and built to last
