I'd have two brake levers. It gives you more hand positions as well.
28mm are unlikely to be slower especially as the pro4 is a fairly fast tyre. Also if you're really worried about speed then there are probably other areas (body position, shoe covers, deep front/rear wheel cover, etc.)
