Haven't had the cold affect me badly yet but I think it needs some tweaking. Can't understand why I would cool down when fully clothed outside and no breath vapour in the air.
Running seems to warm you up, so I just sprint through the rain, stop at house when needed to change clothes and the temp doesn't seem to drop too much.
I recommend putting your stuff into clothes which you then put into other clothes you are wearing- you can quickly swap out to dry off, though keep bandages/splints etc accessible for quick repairs.
