I've extended threading on a fork but starting a thread from scratch would be a different story. My understanding was that steerer threads tended to be rolled rather than cut anyway.
If the internal diameter was correct and if you could have the thread cut then I can't see that there should be much of a proplem with weakness since a purpose built threaded steerer should be of the same spec (wall thickness etc) but I do think that the likelyhood of your steerer being of correct and consistent internal diameter is pretty slim.
Also, going to a threaded headset is pretty definitely a step backwards in terms of functionality.
