How about a staggeringly unexciting pair of no-name hubs built onto Rigida Flyer rims (black; stainless spokes)? Fairly obviously they'll take an 8/9/10 speed cassette, and they've never even seen a tyre let alone a brake block because they were bought in a fit of enthusiasm for a project that never happened. Fifty quid would keep me more than happy - and they're available now ...
(Henry's Aksiums are probably nicer though.)
