North road bars can be used either way up (assuming we're not talking about rod braked machines, where the later type of handlebar was also called north road).
I have used NR bars, mostly as 'semi dropped', but I really don't like them because they really have only one position to hold - at the ends.
The middle section, near the stem, which normally gives an alternative is too narrow to be much use. Riding any distance (e.g. up the North Road?) with only one position gets very tiring in my experience - think back ache!
