the driver was fleeing the scene of a crime with a weapon, any one would be entitled to stop him under the power of citizens arrest, and use force to do so.

There seems to be some confusion, the artivle states "was hit in the back of the head, opening a large gash"
It fails to mention the blow caused the gash, or is the large gash was his. jamieson said.
For all we know (and this is Seattle) the lesbain female passenger could have been getting off on the violence..
