Reckon it would encourage confessions? Why not prosecute based on witness testimonies and let the other rides sue for lost earnings. Legal shit fight going on for years. Way more interesting than East Enders.

UCI have just ruled out an amnesty, but even if they flip-flop on that there's the problem, particularly for Posties, of financial claims. The Armstrong era didn't just introduce effective doping and anti-doping evasion/corruption, but also the concept of hedging sponsors' win bonus risks on the financial markets.

To enforce this judgement against a US citizen, they will need to go to a US court. US courts have become increasingly keen to tell European courts where to stick their defamation judgements.

Where's the evidence he's not part of a 'sophisticated doping ring'?

As far as the report goes we don't even know if he's requested b sample yet, which is slightly annoying if by some stretch he happened to be innocent.
