they are mostly for 27" wheels, (although they all have 700c on now) which gives you a certain idea but they range from the 60s to the 80s. They are all reasonably well maintained, but yes, I would go over them. Some of the tyres are a bit old and one has a stuck seat post. Think winter beater or polo...or with some tweaks a reasonable track bike. The forks are drilled for brakes, but you'd need long drop.

I rode one of these on the track day before last. It was riding one of these that made me think "I definitely have to get my own track frame".
I'm not saying whether it was inspiration or the opposite :-)
