dosnoventa/low-esque frames. however I took closer look on this and:
first of all - deda elementi makes stems, seatposts, bars and such, tubing is made by dedacciai.
I contacted them, and in reply got this:
it looks pretty sketchy.
I have 130mm, 5 degree, 25.4 handlebar with wedge clamp, and most propably it's going to be too long, but I'm still waiting for headset to install it and see. If you're not in a hurry, let me know.
