Finally took some pictures of my titanium daily ride. Unfortunately origin of the frame is unknown, it was powdercoated red and branded as Diamant. Cable stoppers at 1" headtube suggest some early '90s? I've seen some almost identical frame branded as Van Tuyl.
when fitting some stubborn ritchey bars into my jag, I started by screwing the front screw 'from behind' into the stem and inserted coin in the gap. As the screw got in, resting on the coin, stem gap was spreading enough to get the bars through.
Here's mine, very lightweight.

My mum does decoupage (decorating technique on stuff) and there's special 'cracking medium' which is applied to top layer of paint when wet and causes this effect. So maybe sth like this.
