Excuse my ignorance, but what is the logic in having a friction shifter on the back of the seat tube? I have some ideas as to why, but I have never seen this before!

Its a 1997 Peugeot C5000 Aluminum road frame in 55cm square. Very very light (this build is sub 9kg) and has a really interesting seat cluster. There is a big grub screw that goes straight into the back, TT style. It was only built like this for one year and you can see the original bike on the 12th page of this catalogue; cyclespeugeot.com/files/1997UK.pdf.
